PREPARATION OF BYLAWS

Within the framework of the programme activities of the Protection of Cultural Heritage Office related to the finalisation of the regulation for protection of cultural heritage, this period was dedicated to the preparation of several bylaws projected for the endorsement, in accordance with the Law on protection of cultural heritage (“Official Gazette of the RM” No. 20/04).

In accordance with Article 34 paragraph 7 from the Law, the Rulebook on the preserved cultural heritage documentation and the manner in which they will be reviewed will be carried out was prepared and subsequent to the necessary legal procedure, the Rulebook was passed by the Minister of culture and published in the “Official Gazette of the Republic of Macedonia” No. 10/08. This Rulebook regulates the preserved documentation as instruments for protection and they are an integral part of the system for protection of cultural heritage, and they compile a single segment, a whole of harmonised, comparable and usable data for documenting the goods.

Based on Article 94 paragraph 3 from the Law, the Rulebook on the content and the manner of keeping the register for the origin of antiquities, art and other objects of the collections subject to trade and the manner of controlling the register was prepared . The Rulebook has been handed in to the relevant offices within the Office and the Ministry of culture for a review, subsequent to which it will be delivered to the Legislative Secretariat and after the legal procedure has concluded, the Rulebook will be passed by the ministry of culture .

In accordance with Article 97-a paragraph 2 from the Law, the Rulebook on the format and content of licenses and certificates for taking out and exporting cultural objects abroad is in its final stages. Due to the specific content of the Rulebook, as well as the need for conformity with the Project for introduction of the single window system for import and export and control at the one stop shop, in the Republic of Macedonia after its preparation, the Rulebook will be delivered to the Legislative Secretariat and the Customs Office for a review.
